NRA with important clarifications on the declaration and payment of liabilities from January 1, 202

In connection with the introduction of the euro as an official currency in the Republic of Bulgaria from 01.01.2026, the National Revenue Agency makes the following clarifications:
Regarding payments to the National Revenue Agency (NRA):All public receivables established or collected by the NRA are paid only in euros. This is also valid in the period of double circulation of euro and BGN until 31.01.2026, given the fact that all payments to the NRA are made cashless, and the period of double circulation provided for in the Law on the Introduction of the Euro in Bulgaria (ZVERB) applies only to cash payments. During the period of double circulation, if desired, customers can pay their obligations in BGN only through banks or other payment service providers (PSPs), which provide the opportunity to order a non-cash payment by depositing the amount for the transfer at a cash desk at an office of the bank or PSP. In these cases, the PSP orders the currency conversion amount into euro to the respective account of the NRA.
Regarding the declaration of liabilities:In the tax/social security declarations and other documents submitted for periods up to 31.12.2025 inclusive, the values are indicated in BGN.I.e. in the declaration under Art. 55, para. 1 of the Personal Income Tax Act (IITA) and under Art. 201, para. 1 of the Corporate Income Tax Act (CITA) for the 4th quarter of 2025, reference declaration (SD) under the Value Added Tax Act (VAT) for the period 01.12.2025. – 31.12.2025, declaration form No 1 and form No 6 for month 12 of 2025; Declaration Form No 6 for 2025, submitted by self-insured persons; declaration under Art. 50 of the Personal Income Tax Act for income received in 2025, declaration under Art. 92 of the Corporate Income Tax Act for 2025, etc.In the declarations submitted for periods from 01.01.2026, the values are indicated in euro, even when the period for which the document is submitted includes a period of double circulation of BGN and euro, i.e. in the period from 01.01.2026 to 31.01.2026.I.e. in the declaration under Art. 55, para. 1 of the Personal Income Tax Act and under Art. 201, para. 1 of the Corporate Income Tax Act for the first quarter of 2026, the VAT Act for the period 01.01.2026 – 31.01.2026, declaration form No 1 and form No 6 for month 01 of 2026; etc. declarations with periods from 01.01.2026 and submitted after this date, the values are indicated in EUR.In corrective declarations and documents, if the period for which the corrective declaration is submitted is until 31.12.2025, the values are indicated in BGN, and if the period is from 01.01.2026, the values are indicated in EUR.Important: The amounts due indicated in the declarations in BGN are paid to the NRA in EUR. For this purpose, the amount due in BGN in the declaration should be converted and rounded in accordance with the rules of Art. 12 and 13 of the Law on the Introduction of the Euro in Bulgaria (LVEB).In the electronic services for filing declarations, which are filled in through a screen form, for periods until 31.12.2025, the amounts for payment/overpaid tax will be visualized, both in BGN and EUR, while at the same time there are explanatory texts regarding the currency in which the data should be entered, depending on the period of the declaration.
Regarding the currency conversion from BGN into EUR of the outstanding liabilities and overpaid or unduly paid amounts available as of 31.12.2025 in the tax and social security account (DOS) of the persons:All outstanding liabilities and overpaid or unduly paid amounts available in the DOS of the persons as of 31.12.2025 and overpaid or unduly paid amounts have been converted from BGN into EUR automatically, in accordance with the rules for currency conversion and rounding in accordance with Art. 12 and Art. 13 of the WBRB or the numerical value in BGN is divided by the full numerical value of the official exchange rate (1.95583), the resulting amount is rounded to the second decimal place on the basis of the third decimal place in accordance with the following mathematical rule for rounding: when the third decimal place is less than five, the second decimal place remains unchanged; When the third decimal place is equal to or greater than five, the second decimal place is increased by one unit. The converted amounts are entered as of 01.01.2026 as liabilities/amounts paid in EUR.
Regarding the documents issued by the NRA:In the acts and documents issued under the Tax and Social Security Procedure Code, after 01.01.2026 and referring to periods before this date, the monetary values are indicated in BGN. For periods after 01.01.2026, monetary values are indicated in euro. This applies both to supporting documents issued by the NRA, such as. a certificate for declared data, etc., as well as for audit acts issued by revenue authorities and acts for establishing obligations. In the latter, the amounts to be deposited and the amounts to be refunded are indicated and converted into euros.In electronic services, through which information is provided for periods before 01.01.2026, monetary values are indicated in BGN. In all these services, there are information messages that explain to the user how to interpret/read the information.All forms of supporting documents, through which information is also provided for periods before 01.01.2026, have explanatory texts regarding the currency of the monetary values recorded in them.
Regarding refund/set-off of amounts unduly paid/collected before 01.01.2026:Refund/set-off of amounts unduly paid or collected before the introduction of the euro for public receivables shall be carried out in euro, as currency conversion and rounding shall be carried out in accordance with Art. 12 and Art. 13 of the ZBRB.
Regarding the entry of data in the Employment Register:The amount of the basic salary or the basic monthly salary in the submitted electronic employment records (ETA) should be filled in the national currency of the country at the time of submission of the ETA. I.e. when submitting an ETP in the field of item 18 (Appendix No. 1), the amounts shall be filled in in euros, regardless of the date of conclusion of the employment contract/supplementary agreement, the date of entry into force of the amendment of the employment relationship or the date of termination.
Regarding the provision of information on liabilities in the electronic services of the National Revenue Agency:The National Revenue Agency converts and rounds according to the rules of Art. 12 and 13 of the ZBRB all outstanding liabilities and overpaid or unduly paid amounts available in the DOS of the persons as of 31.12.2025. In this regard, in the electronic service "Statement of liabilities with the possibility of payment", the individual liabilities are displayed in euros. In compliance with the requirements of the BEAST in the period 01.01.2026 – 31.01.2026, the total amount of each of the types of liabilities is shown in the report, both in EUR and converted into BGN. In the period 01.10.2025 – 31.12.2025, the "Statement of liabilities with the possibility of payment" showed the specific amount of each liabilities in BGN, the total amount of liabilities of a certain type in BGN and information only on the total amount of liabilities in EUR. In this regard, it is possible that for the same specific liabilities of the person that have not been repaid before 31.12.2025, their total amount in euro, which was indicated as of 31.12.2025, does not fully coincide with the total amount of the same liabilities indicated in the reports as of 01.01.2026, but that there is a difference of several euro cents. The difference is a consequence of the different way of currency conversion of the amounts, namely: in the period until 31.12.2025. – the total sum of all liabilities in BGN is converted from BGN to EUR; in the period after 01.01.2026 – the total sum of all liabilities converted into euro is converted from euro to BGN. From 01.02.2026, only a total amount in euro will be visualized.
Regarding interest on liabilities to the NRA:For outstanding liabilities to the NRA, interest for delay is due. The amount of the interest rate from 01.01.2026, through which the interest due will be calculated, according to Decree of the Council of Ministers No. 347 of 29 December 2025, is determined as 8 percent is added to the interest rate on the main refinancing operations of the European Central Bank (ECB), which is in force on 1 January and July 1, respectively, of the current year. According to the rules described above, the interest rate for statutory interest in the period from 01.01.2026 to 30.06.2026 is 2.15+8=10.15%. The ECB's interest rates are published on the institution's official website.
Regarding the minimum and maximum social security income in EUR until the adoption of the Law on the Budget of the Republic of Bulgaria for 2026:After currency conversion and rounding in accordance with Art. 12 and Art. 13 of the ZVRB the minimum social security income is EUR 550.66 and the maximum – EUR 2111.64.
